I beleive it means, If his law is in your heart, it will break your heart when you break the law.
Seeing how Jesus descended from Heaven, being in the very seat of Power and Glory, he descended into this world and put on humility to save us from our disobedience, and suffered great torture and sacrifice that we might be saved from the consequence of disobedience. A act of unmeasurable Love.
To be comfortable in breaking the law now is to ignore the Great sacrifice he made because of his love for us. that's why he said "If you love me you will keep my commandments"

I'm not sure Megan why you have that interpretation especially in the covenantal context not only of that chapter but all of Jeremiah.

I wouldn't say that memorizing is bad at all, but I do think you have misappropriate eisegesis onto the passage.

Written on the heart isnt a idiom for obedience. Jer. 31:33 is referring to when Christ returned back into heaven after his coming and sacrifice for our sins. So that we might know what sin was he impressed those things onto our souls. The verses you use in your references are taken out of context except for 1 Peter 2:9. David had God's Law written on his heart because he was a faithful to God and God's command was to have his word upon your heart. Meaning to memorize it an know it. God says in Jer. 31:33 that one day he will write those laws on our hearts to where we dont have to memorize it but we will simply know it but cause he endowed us with them when we were born. This is referenced numerous times in the New Testament in once in Hebrews I know and once in Romans.
